Complaints & Appeals Procedure

Key-Cert Services Limited

At Key-Cert Services Limited, we are committed to transparency, fairness, and professionalism in all our certification and service activities. This Complaints & Appeals Procedure outlines how we receive, assess, investigate, and resolve complaints and appeals in a fair, impartial, and confidential manner.

Purpose

This procedure ensures a transparent, impartial, and fair process for handling complaints and appeals related to our certification activities and services.

Scope

This procedure applies to:

  • All clients, applicants, and interested stakeholders
  • Certification decisions under ISO 17065, GLOBALG.A.P., Organic EU, and related schemes
  • Internal staff, auditors, and subcontractors involved in certification services

Definitions

Complaint
An expression of dissatisfaction, whether written or verbal, regarding our services, staff, auditors, certification decisions, or certified clients.

Appeal
A formal request by a client for reconsideration of a certification decision, including granting, maintaining, suspension, or withdrawal of certification.

Complainant / Appellant
An individual or organization submitting a complaint or appeal.

Impartiality Committee
An independent body responsible for overseeing fairness, objectivity, and impartiality in the handling of complaints and appeals.

How to Submit a Complaint or Appeal

Complaints and appeals may be submitted through the following channels:

  • In writing via email, letter, or website submission form
  • Verbally (which will be formally documented by our staff)

All submissions should be directed to our administration team via:

Physical delivery: Head Office

Anonymous complaints may be considered where sufficient supporting evidence is provided.

Logging and Acknowledgment

  • Every complaint or appeal is formally recorded and assigned a unique reference number
  • An acknowledgment of receipt is issued within 5 working days
  • You will be informed of the next steps and the expected resolution timeline

Evaluation and Investigation

Each case is reviewed objectively to ensure fairness and impartiality:

  • An initial assessment is conducted to determine validity, scope, and any potential conflict of interest
  • Where conflicts arise, responsibility is reassigned to ensure independence
  • Investigations are conducted objectively, with all evidence, interviews, and findings properly documented

Resolution of Complaints

  • Findings and corrective actions are formally documented
  • The complainant is informed of the outcome in writing within 30 working days, unless additional time is justified
  • Confidentiality is maintained throughout the process
  • Where a complaint concerns a certified client, the matter is handled sensitively and confidentially, and the client is informed where appropriate

Record Keeping

All complaint and appeal records, including correspondence, evidence, and decisions, are securely retained for a minimum of five (5) years.

These records support:

  • Management review processes
  • Accreditation and regulatory audits
  • Continuous quality improvement

Follow-Up and Continuous Improvement

We are committed to continual improvement through:

  • Verification of corrective action effectiveness
  • Analysis of complaint and appeal trends
  • Management review oversight
  • Regular reporting to the Impartiality Committee

Appeals Process

  • Appeals must be submitted within 14 days of notification of the disputed decision
  • An independent Appeals Panel is appointed, consisting of members not involved in the original decision
  • The appellant is given the opportunity to present their case and supporting evidence
  • The panel's decision is final and is communicated in writing within 45 days
  • Independence and impartiality are guaranteed throughout the process

All information related to complaints and appeals is handled with strict confidentiality and shared only with authorized personnel directly involved in the process.
